The Public Works department covers a broad range of a town’s physical assets and policies. Tim Elsea has worked in the Public Works department of several different towns and states. His duties have varied during his time, and he has learned a lot of valuable skills and knowledge from his flexibility.
He performed a variety of tasks during his time in the public works sector. They range from leadership skills to planning and budgeting skills. Some of these include:
●Developing road maintenance plans for over 2,000 total miles of roadway
●Leading short-term and long-term plans for road and bridge capital improvement
●Supervising county building inspections
●Becoming the liaison and chief negotiator for unions
●Writing grants for several state and federal grant programs
●Developing and maintaining budget projections
●Keeping in charge of shipping solid municipal waste
●Working with a $150 million budget
●Supervising construction and right of way construction
●Reviewing stormwater plans and construction plans for compliance with town ordinance and character
He personally worked with Division Managers to develop long-range and strategic plans for land management within Lane County. This plan also included an overall maintenance and land use plan for the area. He was then in charge of hiring vendors to facilitate the plan, overseeing it to completion.
Recently he worked with the Engineering and Construction Services (ECS) to implement Oregon’s first Fatal Crash Investigation Team. This team gathers data about transportation safety in the area to prevent future fatal accidents. They also studied Bridge Seismic Resiliency in the area and devised a master plan for transportation safety.
